darfo: Individual packages dropping their specific UPGRADE or INSTALL rules under /etc/pkgadd.conf.d/ might lead to unforeseen interactions, due to the way pkgadd processes its rules (last match wins). Better to require that users curate a single file pkgadd.conf themselves, so they can see at a glance all the possible interactions among rules.

What counts as the "last match" is easy to discern in a single file pkgadd.conf, but with rules spread among multiple files under /etc/pkgadd.conf.d/ the "last match" might be affected by $LANG (or the collation order, more generally).
