spl takes the out of reset state and puts it into a state where u-boot can work from ram, generally speaking.

u-boot now has vpl, which is verified program loader and does vboot. or do you mean your device already has some secboot keys fused into the device?

\dev\ice: not having a clue, but looking into related things anyways. It seems the whole EL1-EL3 involves mission creep and a lack of obvious ways around shooting it, running in it and trusting it from linux.

kexec isn't likely to tell you something about EL3 and EL1 unless you are in EL2, and as soon as you have run u-boot and skipped these things.

where it doesn't ass sanity and simplicity to say that ideally, perhaps there should be a microkernel in EL3 for linux proper, ideally.

a cool thing would perhaps be to have your keys in EL3, at least pub keys so it can verify itself.
