Gosh I don't know how it works. The docs aren't really clear on this especially when one just wants to get it done. But thankfully I was able to refer to the threading package - shamelessly duplicate its multi collection package shape

It seems like the stakes are a bit high too, like deploying racket is very awkward unless one correctly packages their apps, all sorts of gotchas seem to be possible in nonstandard ways to deploy racket without an info.rkt
