zhouhan, the raft issue basically is that the 'leaving' server is still part of the cluster and it may be the one with the highest index, so it doesn't allow other nodes to be elected, but does not want to be elected either.

so, we basically need to allow the leaving server to become a leader, so it can catch others up before leaving.
