Hm, fwiw, Weijie Gao afaik is the guy behind "BREED" proprietary bootloader for mediatek-based (ex. ralink) devices, and was working for Mediatek.

Does he mean windows will auto-install D2XX if e.g. f232h without EEPROM is connected? And even if he does, so what, it's the end-users fault for using a system that has issues providing userspace with a way to implement arbitrary USB protocols.

I don't know what the context is, but if some device using an ftdi chip is intended to use a custom protocol and not uart it is supposed to have an eeprom, without you can't declare usage or vid/pid hence you're just a generic usb-serial converter
