hello again! i believe i have figured out after many kernel recompilations what caused the SD card to not work on my board; somehow it is the lack of ARM SCMI drivers? but I have no idea why...

helene: if this is for a rk3588 it is because the hw regs to control clocks for sdmmc is in secure space, so TF-A must change sdmmc clk rate and kernel use SCMI clk driver to do so

no its does not seem to be configurable, the mainline linux arm64 defconfig should contain all (or most) required (and supported) drivers for rk3588
