it sounds overly cautious to keep PKGMK_IGNORE_NEW="no" for the iso build process. What's the harm in toggling it to "yes"?

It's caution for consistency's sake, yes

according to libxslt-1.1.38/configure --help (under "Optional Packages") the default is to build python bindings, and our Pkgfile does not disable them. So maybe the footprint should be updated.
