Bundler can help ensure that the same set of dependencies are installed on every machine (with Gemfile.lock), it can help ensure ependencies are resolved according to Gemfile.lock, and it can isolate a projects dependencies from your system gems (with bundle install --path=.bundle). Not needed, but very useful.

It depends on the context. In Rails-like applications it is recommended.

Anyway, I'm not suggesting doing that for gem development. Regardless if it is checked into version control or not, the resolution feature is useful. Especially if you have different versions of the same gem in your system gemset.
