what is your locale, ie LC_ALL? works for me in LC_ALL=C.UTF-8 (relatively new local, en_US.utf8 maybe for you, or so): lynx-redux --dump https://google.com | mail -:/ -Smta=test -s "test" d@a

The message says we have no usable character set in *sendcharsets*; ie this should work for you anyhow: LC_ALL=C mail -:/ -Sttycharset=utf8 -Smta=test -s "test" d@a
